High Voltage PR was founded in 2025.

Founder Rachael Dowd’s PR career spans over 10 years, including working on various campaigns ranging from Adele and Ed Sheeran’s endorsements of Twickets to album launches for Babymetal, Stand Atlantic, Rude Records, Cooking Vinyl, and Goldun Egg Records.

With a Master’s Degree in Music Business Management, Rachael has worked for numerous music PR firms such as NAME PR, Catalyst Publicity Group, The Noise Cartel, and Inside Out. Rachael also spent 16 years working in the industry as a live music photographer in Seattle and London.

Rachael’s ultimate goal is to bring emerging artists’ music to the masses, elevating their stories with strategic, high-impact publicity that fuels lasting careers.
